"This Officer, during the past three years, has at all times displayed the highest example of zeal and efficiency. His organization of transport during a period of extreme difficulty, involving as it has many long hours over and beyond the normal call of duty, has effectively accomplished the smooth movement of many thousands of personnel, and his efficient handling of large drafts returning from Overseas has done much to ensure the happiness of the men and to maintain and uphold the morale of the service."
