"This Officer has served at sea continuously for four years of war, the first year of which was spent with the Royal Navy. On return to the Royal Canadian Navy, he has been employed in escort vessels engaged in the Battle of the Atlantic, in which he displayed qualities of courage and endurance under arduous conditions. By his unbounded zeal, cheerfulness and wholehearted devotion to duty, he has set a fine example to all with whom he has come in contact."
