"This Officer has shown outstanding ability in the administration of all Royal Canadian Naval Hospitals in the Halifax area. While initially he was surgical consultant and did all the major surgery for the RCN at Halifax, and in many cases for the sister services as well, he gradually relinquished this work at considerable personal sacrifice to devote himself to the difficult task of supervision of the work being done in the hospitals and the selection of personnel for these duties. Captain Webster has at all times shown a keen sense of duty to the service and has been a great source of inspiration to all Officers of the Medical Branch."
