Leading Patrolman Kennedy has always performed his duties with exceptional willingness and dispatch. During the period of rapid expansion of HMCS Niobe in Greennock, Scotland, the general good behaviour among the large numbers of ratings passing through this establishment has been due, to a marked degree to his superior efficiency, loyalty and devotion to duty. Leading Patrolman Kennedy's services are considered outstanding and well worthy of merit."
