"This Officer has served in the Newfoundland Command since June, 1941. During the first months of operations of this Base, HMCS Moonbeam, which Lieutenant Ellis ably commanded, was employed not only as an oiler for his Majesty's ships, His Majesty's Canadian ships and merchant ships, but also as a harbour supply boat, ammunition lighter and water boat. During this time, when endurance and patience were tried to the limit, this Officer worked diligently to ensure that ships were made ready for sea. Throughout his service, Lieutenant Ellis has performed his often arduous duties with exemplary conduct, efficiency and good humour."
