"This Officer has held a series of important engineering appointments both ashore and afloat. As Chief Engineer of HMCS Prince Robert, he always kept the Engine Room Department, including the personnel, at a high degree of efficiency, at times under difficult climatic conditions in far northern and southern waters. Recently, as Chief Engineer of the first Canadian Cruiser, HMCS Uganda, Commander Elliott has produced an efficient Engine Room Department with personnel who have been accustomed to serving in small ships."
