"This rating has had seven years service in the Royal Canadian Naval Volunteer Reserve. He has served at sea for thirty-two months in the North and South Atlantic, the Indian Ocean and the Red Sea. He has constantly shown himself capable of carrying responsibility, and by his zeal, cheerfulness, enthusiasm and devotion to duty has set an inspiring example to his subordinates."
