"Commander Bethune was responsible to a large extent for the development and supervision of the organization for the production of anti-submarine gear in Canada. As Supply Liaison Officer, his tact, resourcefulness and vision resulted in the availability to the fleet of adequate supplies at all times. Latterly as Assistant Chief of Naval Equipment and Supply, his experience and judgement have been of inestimable value in disposal of surplus ships and other assets of the Royal Canadian Navy."
