"This Officer was closely associated with the early development of training facilities in Halifax during 1942 and 1943, and for the greater part of this time was in charge of the Action Rooms. During this time, approximately three hundred and sixty ships' teams, and eighteen hundred Officers, received training. By his untiring efforts and devotion to duty, Lieutenant-Commander Woods has contributed largely to the increase in efficiency of Escort Ships at a crucial period in the Battle of the Atlantic."
