"Petty Officer Wheeler, who has served continuously in the Royal Canadian Naval Reserve for the past eleven years, has at all times performed his onerous duties of Regulating Petty Officer with diligence, cheerfulness and dispatch. He is regarded by superiors and subordinates alike as being the predominant factor in the prevailing good morale and discipline in HMCS Chatham, the establishment at Prince Rupert, British Columbia."
